Health & Safety Laboratories, Buxton
Interserve Investments Plc has an equity stake in this Health & Safety Laboratories privately financed project, as a member of the Investor in Community Buxton (ICB) Special Purpose Company, which will contract with HSL.
The other equity stakeholders are Charterhouse Project Equity Fund LPI and Shepherds Securities Ltd. ICB will contract with Shepherds Construction Ltd for the Design & Build Contract and with Interservefm for the Facilities Management contract.
The site is located at Harpur Hill close to Buxton within the Peak District National Park. The project consists of providing new, purpose built, Health & Safety laboratories to replace a number of existing facilities in Sheffield and Buxton, and re-group all the activities in one facility. This will involve the demolition of existing buildings and construction of specifically designed facilities, to include offices and laboratory accommodation for about 400 staff.
Construction began in summer 2002, IT interim services began at Financial Close in April 2002, and all other interim services started in October 2002. Full FM services as part of the PFI contract began in October 2004 and will run for a 30-year period.
Services to the new facility will include: Management services and help desk, estates, cleaning, catering and security services, support services including: reception, portering. Specialist services are to include maintaining specialist laboratory equipment.
In addition to services at the new facility, routine maintenance will be ensured at the 57 existing buildings that have been retained on the site for experimental purposes, such as the investigation of fire.
